Area Q Phase IV Storm Sewer

The City of Kent has been constructing a storm sewer system to alleviate flooding, which currently occurs during heavy rainfall in the southwest section of Kent, known as Drainage Area Q. The alphabetical designation of "Q" refers to a 152-acre drainage boundary that has been identified in a comprehensive drainage master plan.

The first phase of the Area Q project was the creation of a storm water detention basin that was constructed in 2004, behind the former West Side Market east of Garrett Street. The second phase, constructed in 2005, provided the outlet sewer for the detention basin; across West Main Street, north on Spaulding and ending at Fish Creek. Storm sewer improvements have been installed for the third phase along portions of Deidrick Road, Louise Street, Irma Street, Parmalee Street, and Garrrett Street.

The fourth phase of the project will route storm water from Overbrook, Brentwood, Laurel and Chelton to the new detention basin. This area is characterized by local street and property flooding due to the inadequate capacity and lack of roadside drainage.

The proposed improvements will include the construction of storm sewer ranging in size from 8 to 42 inches, catch basins, manholes, roof drain connections, and drive apron and pavement replacement. The current roadway is a chip and seal surface that will be restored in kind upon completion of the project. Storm water will be directed to the Area Q Detention Basin (constructed in 2004) which outlets to Fish Creek.

This project is being funded in part through the City of Kent Storm Water Utility Fund, Issue II Grant, and property owner assessments.

Project Status:
  • Detailed plans are complete
  • Engineering currently preparing construction specifications and bid documents
  • Anticipate construction advertisement in June 2008
  • Working with utility companies to coordinate relocations prior to construction
  • Construction notification with site plans will be sent to property owners in June 2008
