ASSESSMENT EQUALIZATION BOARD
Volunteer. Ten vacancies. Must be elector of the City as well as a
property owner. Members of the Board shall hear objections to estimated
special assessments for particular projects in the City. Term: Three years.
Boards for specific projects shall be selected, by lot, from the Assessment
Equalization Board.
BOARD OF BUILDING APPEALS
Volunteer. Four vacancies. One must be a general contractor; one must be
registered plumber; one must be a representative of the general public, while
one will serve as an alternate. With the exception of the General Public
representative, members need not be electors of the City. The General Public
representative shall be an elector, and not a registered plumber, HVAC,
electrician architect, or general contractor and one will serve as an alternate.
Members need not be electors of the City. Members of the Board shall hear
appeals to decisions of the Building Official and appeals for variances to the
requirements of the Code. Term: Three years. The terms of General Contractor,
Registered Plumber, and General Public representative will commence immediately,
while the Alternate will fill an unexpired term ending on 7/11/09.
BOARD OF HEALTH
Volunteer. Two vacancies. Responsible for appointing and supervising Health
Commissioner, public nurses, clerks, physicians, and other persons as necessary.
Responsible for passing regulations for public health, prevention of disease,
and prevention and abatement of nuisances. Term: One five-year term and one
unexpired term ending 4/30/12
CIVIL SERVICE COMMISSION
Must be either Kent or Franklin Township resident. Responsible for
administering Civil Service laws for Kent City employees and Kent Public
Schools. Term: 6 years.
FAIR HOUSING BOARD/HOUSING APPEALS BOARD
Volunteer. Three vacancies. Must be elector of the City. May not hold any
elected public office at municipal, county, state or federal level and shall not
be employed by the City, but may be employed by the County, State and federal
government. Members hear complaints on alleged violations and/or unlawful
housing practices; hear appeals on the enforcement of the Housing Code; and
grant variances in cases of undue hardship. Terms: Two terms commencing
01/18/2009 and one term commencing immediately.
PARKING ACTION COMMITTEE
Volunteer. One vacancy. Applicant must either 1) reside in the Central
Business District; 2) Own and operate a retail business in the Central Business
District; or 3) Own a business located in the southwest quadrant of the Central
Business District (East of South Water St., west of East Main St., south to
Summit St., and east to Lincoln St). Members of the Board deal with a variety of
issues regarding parking in the downtown area. Term: One five-year term.
PARKS AND RECREATION BOARD
Volunteer. Two vacancies. Must be Kent City elector. Responsible for
appointment of Director of Parks and Recreation who manages all equipment,
lands, and buildings owned by the City for parks or recreation purposes. Term:
One five-year term and one unexpired term ending 1/15/2013.
PLANNING COMMISSION
Volunteer. Two vacancies. Must be Kent City resident. Responsible for the
review of Subdivisions, Zoning Amendments, Site Plan Reviews, Conditional Zoning
Certificates, and Planning Studies with the Community Development Department.
Term: One five-year term and one unexpired term ending 12/31/2009.
STORMWATER DISTRICT REVIEW AND APPEALS BOARD
Volunteer. One vacancy. Board will hear appeals regarding disputes brought by
owners and non-owners concerning application of the city’s Stormwater Utility
Chapter and will have the authority to make adjustments to provide relief due to
unique circumstances which reduce the burden of operating, constructing,
repairing and maintaining the stormwater utility system. Term: Two years.
NOTE: By statutory definition, "elector" means anyone of voting age and a
resident of the City. The Kent City Charter Section 61(d) mandates that all
appointments to City Boards and Commissions shall be electors of the City, with
the exception of the Board of Building Appeals.
