The Consolidated Plan is designed to help local jurisdictions assess their affordable housing and community development needs, market conditions, and to make data-driven, place-based investment decisions for grant funding awards. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus Community Development Block Grant (CDBG) Program funding where it can best meet identified needs.  The objectives identified in the Consolidated Plan are carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.  

The City of Kent’s Program Year (PY) 2020-2024 Consolidated Plan identifies the strategic plan that the City will utilize for the allocation of its federal, state and local funding resources to address identified housing and community development needs over the next five-year period. The plan also includes the PY2020 Annual Action Plan. 

The City has identified three primary funding objectives in its 2020-2024 Five Year Consolidated Plan in order to address identified priority needs in the community, including

  • Targeted Infrastructure Improvements in Low-to-Moderate Income Residential Areas
  • Offer Housing Programs to Provide Safe and Decent Housing for Low-to-Moderate Income Households
  • Provide Appropriate Supportive Services for Low-to-Moderate Income Persons
